What was the role of Civic Enterprises LLC?

If someone ever writes a book about this fiasco, maybe they should investigate the role played by a firm called Civic Enterprises LLC.

Below are a few snippets from this article (the bold font is mine):
The Washington-based research firm is headed by [John] Bridgeland, who is president and CEO and a former Bush administration official.

Civic Enterprises LLC is a public policy firm founded in 2004 that helps corporations, non-profits, foundations universities and governments develop and spearhead innovative public policies. Among the wide range of projects the firm has undertaken is one for the Cornell Lab of Ornithology to identify and compile data on the rare Ivory-billed woodpecker. A recovery team is involved in Arkansas.
Note that John Bridgeland is listed as a member of the Ivory-bill Recovery Team's Executive Committee here.

Everything I know about Civic Enterprises LLC is contained in the links above. Maybe there was nothing notable about their role, but I'd still be interested in finding out exactly what the sentence in bold (above) actually means.

I still can't get over Mary Scott and the Ivory-billed Whisperer. What with www.fishcrow.com and now Mary Scott seances, I feel like we are the butt of a humongus and well orchestrated practical joke. And we are the only ones not in on it.

And now Tom asks about a Washington based policy wonk company that is helping to guide data collection on IBWO's.

I really don't think you guys understand. The book is going to be wilder than Electric Kool-Aid Acid Test. That's why we need Tom Wolfe. What a cast of charaters!

Oy, it is so odd that this is the only feather in the environmental cap of the Bush admistration. These are dark days, skeptics, dark days.

It could be a best seller
among birders. You have enough
information for a book
on this blog. Maybe this could
help put an end to this madness.
No probably not...these guys are
making money and going to swanky
affairs....they are milking this for all it is worth. There 10 seconds of fame in the grand scheme of things.

Also, I wonder when cornell
lab of O is going to take down
the "FOUND!" poster on their
web site and at CLO sapsucker woods.

Personally, I have no interest in writing the book, but I'd support the efforts of someone else willing to tackle that project...

it's been a week since Fishcrow went to Cornell. No word from him on his website, nor on Birdforum. Hmmmm.....I wonder what that means?
