This draft, like any IPCC draft, is the result of the IPCC's process of repeated writing and review and thus a work in progress. The text is likely to change in response to comments from governments received in recent weeks and will also be considered by governments and scientists at a four-day
approval session at the end of September. It is therefore premature and could be misleading to attempt to draw conclusions from it. Draft reports are intermediate products and should not be represented as the final scientific view that the IPCC provides to policymakers in its finalized and accepted reports on the state of knowledge of climate change.
