Heliogenic Climate Change: Huge electricity rate increase proposition on November ballot in California
The "Solar and Clean Energy Act of 2008" will be on the November ballot in California. Current California law requires utilities to increase electricity generated from renewables by at least 1% per year to 20 percent of total generation by 2010, a mere year and a half away. So how are utilities doing?
