Toyota is having a difficult time selling hybrid automobiles these days, but slow sales of the Prius pale when compared to the market for hybrid locomotives.

Late Wednesday, Railpower Technologies, a Canadian maker of hybrid locomotives was granted protection from its creditors by a court in Quebec on Wednesday (PDF). And unlike the Prius, sales problems for Railpower’s Green Goat locomotive developed long before oil prices fell.

Problems with the Clean Air and Climate Change Trust Fund, the $1.5-billion payout to the provinces, go even further because it will be impossible for the government to quantify the cut in greenhouse gases, despite a pledge to reduce emissions by 80 megatonnes between 2008 and 2012.

"The department conducted almost no analysis to support that figure," the audit says, adding that the provincial governments have no obligation to tell Ottawa how they spend the money and what results they have achieved.
