Mitigation will mean people will have to adjust their carbon emission habits, and some industries, if they can’t cut emissions, will eventually be forced out of business. Naturally they don’t want that.

EPA is supposed to make science-based rulings. If you regulate CO2 based on demonstrably anti-scientific ideology, it will be an unconstitutional state establishment of religion.
