Dr Rajendra Pachauri, whose IPCC shared the Prize with Al Gore in 2007, highlighted the strain that climate change will have on resources, borders, mass migrations and on governments and international organisations. He suggests changes in structure and direction for both the United Nations and NATO and emphasises the need for visionary leaders.
FRANCE’S president, Nicolas Sarkozy, does not like to do things by halves.
