Motorists should be forced to pay to drive on the busiest roads to slash greenhouse gas emissions, the Government's climate change watchdog says today.

The Climate Change Committee, led by former CBI chief Lord Turner, wants ministers to introduce compulsory road pricing to prevent global warming.

Under the controversial scheme, cars would be fitted with electronic tags and tracked either by satellite or roadside beacon. Charges would rise at times of peak congestion to around £1.50 a mile.

Update | 10:14 p.m. The official temperature at the “Coors Field weather center in centerfield” – that is what the Rockies call it – was 35 degrees at the first pitch. So the game will go down as tied for the coldest postseason game on record. It actually feels colder than that, and most of the online weather sites list the temperature in Denver’s 80205 zip code – the one that includes Coors Field – as 29 degrees. Maybe it is a record the Rockies do not want.
I wonder if the people shivering at 35 degrees experienced more kidney stones and dengue fever than the people shivering at 29 degrees?
