Question: If global warming science has been settled for decades, why was Santer still writing about "searching for an anthropogenic surface temperature signal" in 2007?

So I suspect, based on S/N arguments, that it's better to search for an
anthropogenic surface temperature signal over the oceans
rather than the
land. Actually showing this might be useful.
