If their judgment is so impaired that they make these voluntary payments, shouldn't their licenses be revoked?

The state government's carbon offset contribution scheme appears to be failing, with just 230 Queenslanders making the voluntary payments since its launch in November last year.

The Reverse the Effect program allows Queensland drivers to make voluntary contributions to offset their carbon emissions.
