What constitutes “dangerous” climate change? | Climate Etc.
In my opinion, the primary reason that the UNFCCC has been unable to define “dangerous” anthropogenic climate change is because they have framed the problem and its solution to be irreducibly global.

Pretty much everyone would prefer an economy-wide carbon pricing scheme to an effort that puts EPA regulation in the lead.
