Eighty-eight people spent the night Sunday in the shelter, which opens whenever temperatures or wind chill are expected to be in single digits for at least three hours straight, said city Health Department spokesman Rocky Merz.

"When it gets down like it does last night we don't turn anyone out," said Winters, who operates the shelter with the help of numerous volunteers and donations. "So many people live outside. The year before we opened there were several cold-weather deaths in Northern Kentucky. This year there have been some in Cincinnati - people burning themselves up trying to stay warm."
