British climate change hoax chief Chris Huhne suggests that between southeastern Iowa and the equator, life isn't worth living

Chris Huhne speech: The art and the science of climate change - Department of Energy and Climate Change
Let us be clear: the kind of world where global warming hits three or four degrees is not the kind of world we want to live in.
I live in a place (Minnesota) that averages about 45 degrees F.   The average annual temperature in southeastern Iowa is said to be about 52 F.   Is Huhne suggesting that life isn't worth living, once you get any closer to the equator than southeastern Iowa?
