The government is giving itself the option of setting back agriculture's entry to the ETS to 2018 if an independent survey in 2014 finds other countries are not keeping pace with New Zealand.
At present the entry date is 2015, and when they are under the ETS farmers will have to pay for greenhouse gas emissions like methane from cattle.
Climate Change Minister Tim Groser says no other country is proposing bringing agriculture into a "polluter pays" regime and New Zealand is not going to go it alone.
Federated Farmers is welcoming the move but it's been condemned by the Green Party and Greenpeace.
