New York City: Now so warm that all homeless people need only be checked for hypothermia every two hours

NEW York's Department of Homeless Services declared a "Code Blue" emergency Saturday night as a wave of Arctic air sent temperatures plummeting towards their lowest points this winter in America's Midwest and East Coast.

The declaration doubles the number of outreach teams on the streets to find those at risk of frostbite, hypothermia and even death. The procedure also means homeless people are checked on every two hours.
