"Industry, NGOs, you name it. ... Almost everybody says 'Yes, we need to price carbon.' And almost everybody, including industry, says the best way to do that, although maybe not politically doable, is through a carbon tax," Sen. Mitchell said. "I'm struck by the overwhelming consensus that we need to price carbon [dioxide], and the industry in particular wants some certainty about."
