THE Zambia Climate Change Network (ZCCN) has received about US$85 million from the World Bank to facilitate the implementation of a climate resilience pilot programme in Zambia.

And even to this sole fleeting reminder of what, four years ago, was his flagship policy the response of Congress was a deafening silence.
