You are supposed to get the impression that emissions trading won’t really hurt - that every last cent you pay comes back to you.
Except, of course, it won’t. First, we’ll lose the cost of running and complying with this vast scheme, and lose, too, our competitiveness that’s based on cheap brown-coal power. Then there’s the cost of consumers adjusting to the scheme by buying, say, new cars and other carbon-lite gadgets. People whose jobs or family obligations require them to use more petrol than others will lose out, of course, and Swan’s choice of words indicate he has no intention of compensating the better off.
