Brown says that maybe, with the right incentives and amendments, he could support a bill to limit carbon emissions (which in the case of Ohio would mean a reduction in burning coal for electricity). So Boxer is offering emissions allowances for states that rely the most on coal, and financial incentives to ease Ohioans' pain.
According to Greenwire, a specialty service covering environmental issues, Boxer is also offering to establish a clean-energy institute in Toledo. Brown already had proposed that the government invest heavily in developing clean energy. To get the bill passed, it appears that Boxer would make sure that some of that investment took place in Ohio.
