Johanns opposed the Senate bill.
He said the measure would have had a "profound impact on our nation's economy" and would have increased gas prices. He said the bill went too far, without any clear scientific evidence that capping carbon emissions would reduce global warming.
The issue needs to be studied before restrictions are placed on the economy that could cost consumers money at the pump and elsewhere, Johanns said.
