Its not a major new paper. Its an article in an APS newsletter written by a single person, Lord Christopher Monckton, who happens to be trained as a journalist, not a scientist. Furthermore, there are numerous false claims on the internet that the article has been peer reviewed, despite the fact that at the very top of the first page of the article online is a statement from the APS stating the article has NOT been peer reviewed.
