UP to 29,000 jobs would be lost in Victoria by 2020, under carbon emissions cuts backed by federal climate change adviser Ross Garnaut.

New research warns that Victoria will be the hardest hit by the Garnaut strategy, with the economy to start suffering before 2014 due to his planned 10 per cent cuts.

The Victorian Employers' Chamber of Commerce and Industry has warned that the economic downturn will intensify if Canberra pushes ahead with the plan.
