The wet weather has been coupled with unseasonably low in temperatures, with Tulloch Bridge near Lochaber in the Scottish Highlands recording minus one degree Celsius at the weekend.
Parts of the Shetland Islands received snow, while frost affected northern England and Scotland.
Mr Hogg said: "It has been really quite cold and not what you would expect in early October. Temperatures have hovered around 10 degrees Celsius in the south west when the average is 15 or 16 degrees Celsius."
