Insurance regulators are reconsidering a proposed inclusion of climate change impact data in carriers' annual reports. Industry representatives attending the National Association of Insurance Commissioners' winter meeting said a compromise could be reached for next year. I am skeptical of claims that emissions regulations can make small business more profitable for an even more fundamental reason: if that was really true, why wouldn't businesses be cutting their emissions themselves already?
