But the creatures floating down the Thames today were sculptures launched in the river to raise awareness of climate change.
Hugh McDonald, chief executive officer for Entergy Corp., said he also disagreed with some of the recommendations, but also didn't agree with some minority members, like University of Arkansas at Little Rock economist Richard Ford, who has said the commission broke the law by not debating the scientific data on global warming.
"We're not debating the science, we've crossed the bridge on that point," McDonald said.
Rob Fisher, a commission member and executive director of the Ecological Conservation Organization, a Little Rockbased environmental group, said he believes the criticism of the body's work is a blatant attempt by some energy companies to muddy the waters about global warming.
The science behind global warming was debated constantly as was everything else, he said. The recent controversy will ultimately discredit the critics, he said.
