Interestingly, the Most Transparent and Accountable Administration in World History will not ask Congress to pass these new regulations. Getting the People’s Branch involved apparently is too time-consuming and tiresome. Instead, the EPA will just start issuing regulations, and will ask us to trust them to be reasonable. No, I’m not kidding...
I have long believed that Team Obama’s plan for CO2 was through the EPA, not through Congressional action. But in EPA, they have the perfect alternative: they can claim credit for prescience in writing the Clean Air Act and mentioning greenhouse gases, they can “let” EPA’s endangerment finding “force” them to implement cap-and-trade to avoid a regulatory nightmare, and then, they can always turn around and abuse EPA for bad implementation when the consequences of regulating GHG’s become obvious.
