Speaking at the “Delhi Sustainable Development Summit 2009″ in New Delhi, UN Secretary General Ban Ki-Moon said failure to combat climate change will destabilize many countries, Reuters reports. He said global countries need to define their greenhouse gas emission reduction targets or risk increasing poverty levels and insecurity in many countries.

• Upper Colorado River — 123 percent
• Gunnison River — 115 percent
• South Platte River — 103 percent

• Arkansas River — 122 percent
• Upper Rio Grande River — 130 percent
• San Miguel, Dolores, Animas, and San Juan rivers — 117 percent
• Laramie and North Platte rivers — 105 percent
