Nationals Senate Leader Barnaby Joyce says he does not believe Prime Minister Kevin Rudd is still committed to the introduction of the Government's carbon trading scheme.

Senator Joyce has told Channel Ten that many people in the Labor Party want to see the policy scrapped, and he thinks that includes Mr Rudd.

"I think in his quieter moments, if he was fair dinkum, he would be saying, 'look, I think we've got to can this,' but he's going through all the motions," he said.

"I think [Climate Change] Minister [Penny] Wong believes in it, without a shadow of a doubt, but I think the rest are trying to have a bet each way."
