This has been one of the hardest winters on record, but it will produce one of the best summers, at least in terms of Lake Michigan's water level. Above-average snowfall and below-average temperatures this winter and last year have boosted water levels in Lake Michigan closer to the long-term average, according to government data. The lake level has risen nearly 3 feet over the past three years, according to government data.
