Snow-covered and abnormally wet fields hampered fieldwork and caused seeding delays in the northwestern States of Washington, Idaho, and Montana. However, by mid-month, noteworthy progress was made in Idaho and Washington, where 22 and 14 percent of the crop was sown from April 13-19, but progress remained behind the average pace in both States. By April 26, progress was over a week behind last year's and the average pace, with just 15 percent of the United States crop sown, compared with 32 percent in 2008 and 36 percent for the 5-year average. By month's end, 2 percent of the crop had emerged, 2 points behind last year and 7 points behind the average.USDA Monthly World Weather Highlights
Crop development was slower than normal in all States, most noticeably in Washington where emergence was 30 points behind the 5-year average.
CANADA: Spring planting was reportedly underway in some Prairie crop districts, but below-normal temperatures limited germination. The cool weather also hindered early growth of winter wheat and pastures. Corn and soybean planting also began in southern Ontario, where warmer conditions aided winter wheat growth.

...[April] In Russia, unseasonably cold weather slowed spring grain planting. Periodic freezes extended as far south as southern Ukraine and the Southern District in Russia, threatening winter grains in the jointing stage and newly emerged spring-planted crops. In early May, showers in Ukraine boosted topsoil moisture for jointing winter grains and spring-sown crop emergence, while warmer weather in Russia promoted fieldwork.
