It's a far cry from the Conservative government's former "Made in Canada" climate change plan that was supposed to come into force just over six months from now.
And it further calls into question Prime Minister Stephen Harper's stated target for reducing Canada's greenhouse gas emissions by 20 per cent from 2006 levels by 2020.

Meanwhile, tourism chiefs are threatening to sue the Met Office for giving out wrong forecasts.
On Bank Holiday Monday, the weathermen predicted thundery showers along the South Coast, when in fact it was 72 degrees and sunny.
Bournemouth reckons that forecast cost the town 25,000 visitors and millions of pounds in lost revenue.
This is the same Met Office which buys up to the whole 'climate change' scam.
