“You’re going to find signs on manufacturing doors, if this bill passes, that says ‘Moved, gone to China,’ “ Senator Charles E. Grassley of Iowa said on ABC’s “This Week.”
Mr. Grassley, like other Republicans, said the House bill is a national energy tax that would drive manufacturers and jobs to countries with less-strict emissions standards. The bill passed the House last Friday with a vote of 219 to 212, with 44 Democrats voting against it.

In a Sunday afternoon interview with some reporters, Mr. Obama said that such energy-intensive industries as steel, aluminum, paper and glass, had legitimate concerns about global, low-cost competition. But the president warned that trade sanctions that are based on the extent to which other countries curb carbon dioxide emissions might be illegal and counterproductive.
On the 44 Democrats who voted against the bill, Mr. Obama said that they were “sensitive to the immediate political climate of uncertainty around this issue.” He added: “They’ve got to run every two years, and I completely understand that.”

On the Sunday morning talk shows, Republicans said the House legislation was doomed.
“This bill coming out of the House is going nowhere in the Senate,” Senator Lindsey Graham of South Carolina said on “NBC’s “Meet the Press.” “This idea of climate change is real, in my opinion, and the way you solve the problem is not you have some major tax on industry and private sector.”
David Axelrod, the senior adviser to President Obama, appearing on ABC’s “This Week,” said Republicans were trying to use inaction as a strategy to solve the nation’s energy problems. He also wondered aloud on NBC’s “Meet the Press” if the Republicans wanted to allow new energy jobs to go to other nations like China and India.
