Carbon prices in the US’s first mandatory emissions trading scheme are hovering around record lows amid oversupply of allowances and growing doubts over when and if a future federal cap-and-trade scheme will become law.

Prices for RGGI allowances traded in the north-eastern states’ Regional Greenhouse Gas Initiative have fallen below $3 as demand wanes on carbon exchanges and in over-the-counter trade, bloomberg reports. On July 30, December 2009 RGGI futures fell 2 cents to $2.95 on the Nymex Green Exchange, well down on the $3.50 levels of earlier this year.
