Taking the "shorter" route over the top of Russia saves distance but not fuel. Smaller, heavier ships have to be used and they have to push through ice so they don't compete on fuel per container load with the giant container ships that plod the southern seas.
Big ships can't go through the Russian Arctic as the Northern route has several shallow choke points. (Add to that the high prices that Russia charges for transit).
Only when the ice retreats much further and ships can travel out in deeper water will big ships be able to pass but it is unlikely they will be built any time soon. The Arctic will always be frozen over in winter and the summer open season will always be short....
