For years, greenhouse gas emissions have increased while global temperatures have declined. Even so, many policymakers still conclude that it is time for the federal government to begin regulating the release of emissions into the atmosphere in order to attempt to stabilize the global climate.

The government's climate change watchdog spent nearly £65,000 on new offices but not a penny on research and development, their first set of accounts has revealed.
Since its creation last November, the Committee on Climate Change (CCC) has spent over £1 million with chair Lord Adair Turner being paid £1,000-a-day for his services.
The statutory body is funded by the Department for Energy and Climate Change and is tasked with the role of advising on setting and meeting carbon budgets with the aim of building a low-carbon economy.
According to the first annual report, released today, they claim: “The CCC is a world first, an independent organisation which holds the UK government to account in the pledges it makes to reduce emissions.”
The annual report shows the CCC currently employs 22 full-time staff, including economists and scientists, and paid out £313,275 in consultancy fees in just four months.
