LONDON (Dow Jones)--Around GBP90 billion investment is required across the U.K. power sector by 2015 so the country can meet binding European Union targets for 2020 on renewable energy use, reduce dependence on imported gas and keep the lights on, a report by Ernst & Young said Tuesday.

While the rapid growth in China's wind power capacity looks impressive on paper, it is less so in reality. China's total electricity production capacity reached 792.4 gW at the end of 2008; the 12 gW of wind capacity accounted for about 1.5% of that. However, in terms of actual power production, wind turbines generated 13 million megawatt-hours of electricity last year, only about 0.4% of China's total energy supply, based on Citigroup data.

A considerable proportion of China's wind plants are unproductive. According to Morgan Stanley research, about 3.5 gW of installed wind capacity in China may be lying idle, or 29%. Citigroup also estimated about 30% of wind power capacity in 2008 was not connected to the electrical grid.

Some Republicans expect the committee process will help to derail the climate bill.

Sen. Pat Roberts (R-Kan.), a member of the Agriculture Committee, urged Harkin and ranking member Saxby Chambliss (R-Ga.) to play an even greater role in slowing down the climate bill compared with the House, where Peterson raised objections but ultimately went along for the ride.

"I hope that both he [Harkin] and Saxby take the climate change bill by the horns and corral it," Roberts said.

Others see Boxer writing a bill that has no chance of making it off the floor. "Last year, the committee produced a bill, got to the floor, never got anywhere," said Sen. John Barrasso (R-Wyo.), a member of the EPW Committee. "I'm expecting the same thing this year."

Democrats also must deal with dissent from within their own ranks.
