Research conducted by Dr. Pachauri's group at The Energy and Resources Institute (TERI) concludes that India needs as much as $11.9 trillion to transition to a "low-carbon economy" over the next 25 years. To put this number into context, it is 10 times India's current GDP.

If policy makers believe Pachauri's TERI analysis, then of course India is not going to commit to reducing emissions, unless the developed countries show up with a multi-trillion-dollar+ blank check. These numbers also help to explain Indian skepticism over Hillary Clinton's claim that following a low carbon growth path can help grow the Indian economy.

Now, many of the global warming hysteriacs and Holocene deniers will try to tell you that the sun has little impact on the earth's temperature. Such nonsense is the output of political partisans, not sober scientists. Below is a chart of the temperature response during the Dalton Minimum in Europe. You can see that some stations dropped by over 2 degrees from 1780 to 1815. And the sun hadn't even shut down at that time.

Mr. Inhofe also said Tuesday that EPA Administrator Lisa P. Jackson has told him publicly that the legislation in the Democrat-controlled Congress will not reduce carbon-dioxide emissions, so global warming will not be slowed even if man-made gases contribute to global warming.

"She said, no, it would not," Mr. Inhofe said. "There are some people out there that still believe in this hoax that man-made gases cause global warming."

He also said the legislation will not pass.

"I've said this for 10 years; we're not going to do that," Mr. Inhofe said. "This is not going to pass, even if you believe . . . gases cause global warning."
