At 11:30 a.m. today, senators from California and Massachusetts emulated their state colleagues in the House, Representatives Waxman and Markey, by introducing the Boxer-Kerry cap-and-trade bill.

Halvorson defended her vote for cap and trade legislation, which has stirred controversy.

"That vote was to get the discussion to continue. There's still a lot of steps," Halvorson said. "We don't have a cap and trade bill and it would take years to develop."
