Although the Chairman Barbara Boxer (D-Calif.) has the votes to get almost any cap-and-trade bill out of committee, this delay means that it is highly unlikely that Boxer will meet Majority Leader Harry Reid’s (D-Nev) deadline of 28th September. That is when all committees of jurisdiction are supposed to have their pieces of comprehensive energy-rationing legislation ready to go to the Senate floor. Senate action on cap-and-trade this fall looks less likely now.
