The order established a new Climate Change Response Council; eight DOI regional Climate Change Response Centers; and a network of Landscape Conservation Cooperatives. These cooperatives will engage DOI and federal agencies, local and state partners, and the public to craft practical, landscape-level strategies for managing climate change impacts within the eight regions. The cooperatives will focus on impacts such as the effects of climate change on wildlife migration patterns, wildfire risk, drought, or invasive species.

Those measures, aimed at easing the financial strain on voters, have been criticized by environmental groups which say they run counter to calls for greener lifestyles.

The abolition of highway tolls and a reduced gasoline tax would boost car traffic by 21 percent and increase carbon dioxide emissions by 9.8 million tonnes a year, according to an estimate by one think tank.

(American pants makers will also be required to sell slacks with an average waste size of 32 by 2016 and home builders will be required to sell homes averaging 1,500 square feet. Just kidding. . . but what's the difference?)
