"U.S. oil refiners may have to pay.." this is what the enviros never understand: in THEORY raising taxes leads to everybody 'simply' paying more, but in REALITY it will shut down their activity - in this case it means oil will be refined in foreign refineries and imported. They think at a 99% tax rate people will happily work 99% of the time for the government just to get that 1% for themselves.
