I suspect many citizens - farmers, ranchers, construction workers and those who travel through the weather - are aware of the 11- to 13-year cycles in our climate. But when have we had to face 20 percent to 40 percent hikes in energy costs, (90 percent by 2030, some suggest) with accompanying job losses and reduced lifestyles as a result of those cycles?
