Interestingly, President Arroyo has broken with the developing country bloc in the ongoing climate change negotiations and has essentially adopted the US position that the rich industrialized countries should be permitted to (voluntarily) set their own individual commitments on greenhouse gas emissions cuts. Could this somewhat slavish adoption of the American stance have anything to do with something Mrs. Arroyo might ask of US Secretary of State Hillary Clinton during her visit to Manila today? One can only speculate.
