GOP senators absent at start of climate debate - San Jose Mercury News
WASHINGTON—All Republicans except one are boycotting the start of committee debate on a bill to curb greenhouse gases in a protest that the bill's economic costs have not been fully examined.

Republican Sen. George Voinovich of Ohio attended the session to explain the GOP's argument for staying away. He said the tactic "is not a ruse" to block the bill, but concern that is widespread impact on the country has not been made clear.

BARCELONA, Spain — African countries boycotted meetings at U.N. climate talks Tuesday, saying that industrial countries had set carbon-cutting targets too low for reducing global greenhouse gas emissions.

The action forced several technical meetings to be canceled at this week's U.N. climate talks in Barcelona. Delegates warned that, unless the African protest was settled, it could set back the timetable for concluding a new climate change pact at a major U.N. conference next month in Copenhagen.

His solicitor, Shah Qureshi, said: 'Essentially what the judgement says is that a belief in man-made climate change and the alleged resulting moral imperative is capable of being a philosophical belief and is therefore protected by the 2003 religion or belief regulations.

Some forest carbon-dioxide credits under a new UN forestry climate agreement may be worth less after text that protected forests was removed last month, according to an investor’s group, reports Bloomberg News.

This could leave some companies who have bought certain forest carbon offsets feeling taken.
