Rajendra Pachauri, the chairman of the Intergovernmental Panel on Climate Change (IPCC), said the failure of the US Congress to pass a law on greenhouse gases in time for the start of negotiations in Copenhagen on December 7 meant that other countries would not be willing to agree to a costly reduction in carbon emissions.
