Wavering commitment from the United States is likely to derail a binding agreement on climate change next month, one of the world’s leading authorities on the subject said yesterday.

Rajendra Pachauri, the chairman of the Intergovernmental Panel on Climate Change (IPCC), said the failure of the US Congress to pass a law on greenhouse gases in time for the start of negotiations in Copenhagen on December 7 meant that other countries would not be willing to agree to a costly reduction in carbon emissions.
