The weather system, which in one day appeared on pace to make this the snowiest December in state history, dumped as much as 18 to 20 inches in some areas as Gov. Martin O'Malley declared a state of emergency and deployed the National Guard to assist workers in Baltimore and elsewhere.

"The snow is falling so quickly, it's impossible for crews to stay ahead of it," O'Malley said. State Transportation Secretary Beverly Swain-Staley said that 2,400 workers and 2,300 pieces of equipment were clearing roads starting at 10 p.m. Friday.
