Politicians love to make commitments to commit to action later. This "let's strike a committee" technique allows them to look like they're doing something while doing nothing at all.

Skeptics, too, have their work cut out for them. They also have problems with the public face of their position--the scientists (Lindzen, Christy, Spencer, etc.) don't really seem to want the job of public communication, and those that do (Monckton, Morano, Micheals, et al) all come with... baggage. It's a pity for skeptics that Michael Crichton has passed on, as he would have been ideal.
