Rep. Joe Barton (R-TX), ranking member of the House Energy and Commerce Committee, announced today that he plans to introduce a “resolution of disapproval” to overturn the Environmental Protection Agency’s (EPA’s) recently finalized endangerment finding on greenhouse gases.

This is huge. It means that Republicans are going to insist that climate and energy policy be made by the people’s elected representatives rather than by non-elected judges, litigators, and bureaucrats.

But a two-page draft text, obtained by the Guardian, suggests the level of agreement reached so far is extremely weak.

The draft says countries "ought" to limit global warming to 2C, but does not bind them to do so. Rises of 2C and above are the levels scentists say would trigger catastrohpic consequences for much of the developing world.

It does not give specific targets for emissions cuts or a peak year for global emissions but says only that "deep cuts" are required and that emissions should peak "as soon as possible". However, the text makes it clear that this subject is still under negotiation today.

The live feed from the conference floor shows leaders and officials huddled together in groups. The body language isn't good, there's lots of shaking of heads.
