[Another $20 billion climate swindle?]: California Might Auction 100 Percent of Emissions Credits : TreeHugger
The auction is expected to bring in about $20 billion per year, 75 percent of which will be returned to California citizens and the rest invested in energy projects and climate change adaptation. The nation's other cap and trade program, known as REGGI and comprised of 9 Northeastern states, brought in about $500 million in its first 15 months.

Lutz also said electric vehicles may not get the stated range on fully electric power because of weather, atmospheric conditions, terrain and driving habits. He said he had a Volt during the Thanksgiving weekend and got only 28 miles on full- electric power because of the cold weather.

To absolutely no one's surprise, the Assembly's liberal-leaning Natural Resources Committee killed a measure Monday that would have suspended the state's groundbreaking global warming act.

But Assembly Bill 118, by Assemblyman Dan Logue, R-Linda (Yuba County), won't go gentle into the night: Logue and others, apparently anticipating the cool reception, were already working on an identical ballot measure. They plan to begin collecting signatures at the end of the month, and hope to get the measure on the November ballot.

The Senate is highly unlikely to pass any global warming legislation this year.
Cold snap linked to global warming
Kuang said human activities are concentrated north of the equator, which quickens the global warming process in the northern hemisphere.

The heated air, carrying the greenhouse gas carbon dioxide, rises and circulates to the southern hemisphere.

As the air loses its heat high in the atmosphere, the dense air, loaded with carbon dioxide, sinks and brings cold air from the upper atmosphere with it.

"And the cold air causes the south part of the Earth to become colder," Kuang said.

When carbon dioxide builds up in the south, the process reverses, with cold air descending on the northern hemisphere.
