Amid such a welter of concerns and special interests, the ACES Act (also known as the Waxman-Markey Bill after its sponsors who guided it through the House of Representatives) looks like being stymied in the Senate, even though the historic 219-212 House vote last year was the first time US lawmakers had approved a Bill meant to curb the heat-trapping gases that scientists have linked to climate change. But with the political atmosphere in Washington turning increasingly toxic, and President Obama's loss of prestige and momentum following the electoral setback in Massachusetts (where his party lost a liberal Kennedy pocketborough), there's a distinct loss of appetite for the Bill in the Senate, which has to pass the legislation and reconcile it with the House version for it to become law.
