NEW DELHI—Yesterday, the Intergovernmental Panel on Climate Change (IPCC) expressed "regret" for having erred when it stated in a 2007 global review that Himalayan glaciers were “very likely” to melt by 2035. Now the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat, the policymaking body that relies on IPCC’s findings, is weighing in on the growing controversy.
